How to reduce PDF file size for email
Gmail and Outlook limit attachments to about 20–25 MB, and many offices and web forms accept much less. Scanned documents and PDFs full of photos are the usual cause. Compressing shrinks the images inside the file so it fits.

Choosing a level
Start with the recommended level. It keeps text sharp and reduces photos to a size that looks fine on screen. Use the strongest level only when you have a hard limit, such as 2 MB on an upload form, because photos lose some detail.
PDFs that are mostly text are already small. If the estimate shows little saving, the file is probably as small as it can get without losing quality.
