How to combine photos of documents into one PDF
When a form asks for one PDF but you have photos of each page on your phone, you need to put them together. JPG to PDF places each image on its own page in the order you choose.

- Take a clear photo of each page, flat and in good light.
- Open JPG to PDF on PDFoxen, on your phone or computer.
- Select all the photos at once.
- Drag them into the correct page order.
- Click Convert and download the PDF.
Tips for clean pages
Photograph pages on a dark table so the edges stand out, and hold the phone directly above the page to avoid a slanted look. If a page comes out sideways, fix it afterwards with Rotate PDF.
If you already have separate PDFs rather than photos, use Merge PDF instead.
Common questions
Does it work with PNG and HEIC photos?
PNG and JPG work directly. iPhones set to High Efficiency save HEIC; choose Most Compatible in Settings → Camera → Formats, or share the photo as JPG.
Can I make the text searchable?
Yes. Run the finished PDF through OCR PDF to add a text layer.
Are my photos uploaded?
No. The PDF is built in your browser.
